This is why I love the early spring in Southern Utah. It's when the snow melts while it is falling. People complain because they don't like the cold and snow when things could be warmer. It's a fact of life that I love the bad weather because it's amazing for photography opportunities. Besides, the ranchers and farmers need all the moisture they can get and this is normal for the high-deserts of Southwestern Utah.
